tsec: Get rid of CONFIG_TEGRA_TSEC

Browse Source 
The config variable CONFIG_TEGRA_TSEC is set as m
inside the Makefile for OOT build. As the tsec driver
inside nvidia-oot is only build as module and there is
no Kconfig, remove this config variable.
