Manish Bhardwaj ed5b67aa73 nvidia-oot: add support for nvlog buffer ...

Using this patch we have done below changes :-
- exposed buf_count, buf_size, region_size to userspace
  via sysfs node to read meta data related to nvlog buffers
- mmap nvlog buffer to the userspace
