Laxman Dewangan 7f8cad749d gpu: nvgpu: Remove dummy Makefile of nvgpu ...

nvgpu is getting build from kernel/nvgpu and it is
not required to copy in nvidia-oot.

Remove the dummy makefile which was added as placeholder
for the nvgpu makefile.
