Not all kernel define the enum UFSHCD_QUIRK_BROKEN_PWR_SEQUENCE

Add conftest to find out whether kernel has define the enum
UFSHCD_QUIRK_BROKEN_PWR_SEQUENCE or not and then check for macro
before using it.
