Support memory bandwidth management for VI5 through ICC framework. Since EMC DVFS is not recommended for VI5, the driver should ask for maximum possible memory bandwidth to fix the EMC/MC at Fmax and satisfy latency requirement of VI5 and prevent buffer overflow in the MC side with camera recording usecases.
