When NV_TEGRA264_BWMGR_DEBUG_MACRO_PRESENT is not defined the build
fails and the following errors are seen ...

Fix this by ensuring the above functions are not defined if
NV_TEGRA264_BWMGR_DEBUG_MACRO_PRESENT is not defined.
