Pritesh Raithatha 7399ae2100 platform: tegra: allow mc-utils load for non-tegra devices ...

Nvgpu driver has dependency on mc-utils driver so
allow the driver to get loaded for non-tegra devices.
Also update functions to fail for non-tegra devices
in case called by mistake.
