Laxman Dewangan cfaad5bd1c devfreq: remove Makefile to prepare for driver integration ...

The devfreq drivers are available in kernel/nvidia and it
is required to integrate in kernel/nvidia-oot.

Remove Makefile so avoid makefile conflict.
