Laxman Dewangan f31946e09e device-tree: Keep legacy hardware/nvidia DTS file to legacy-dts ...

Move makefile which make the downstream dts from
hardware/nvidia/platform to the legacy-dts folder.

There will be another DTS build rule for making the generic-dts
files which are mainline compliant.
