Joshua Cha bb01f4bcf7 nvsciipc: removed unused CMDs and structure ...

removed NVIPC_IVC_IOCTL_NOTIFY_REMOTE and NVIPC_IVC_IOCTL_GET_VMID.
removed nvsciipc_get_db_by_id structure because they're not
used by stakeholders any more.
They're dead code.
