gpu: nvgpu: create common.gr.fs_state unit
nvgpu_gr_init_fs_state is right now defined in common.gr.gr unit This API also needs to be called from common.gr.obj_ctx unit so obj_ctx unit depends on gr unit for this. common.gr.gr unit already depends on common.gr.obj_ctx for context initialization.
