gpu: nvgpu: add mutex and spinlock abstraction files

Add new abstraction file <nvgpu/lock.h> for all mutex,
spinlock and raw_spinlock operations.

Add linux specific file <nvgpu/lock_linux.h>
which implements linux specific operations for above
