gpu: nvgpu: Add ce_lce control register

This is adding the following register and respective fields

NV_CE_LCE_ENGCTL
NV_CE_LCE_ENGCTL_STALLREQ_TRUE
NV_CE_LCE_ENGCTL_STALLACK_TRUE
