This patch does the following for boardobjgrp unit.
1. Remove unused functions and its pointers.
2. Append public functions with nvgpu.
3. Remove unnecessary inclusion of header files.
4. Make local functions as static.
5. Fix 11.3 and 17.7 Misra violations.
6. Rename function names to increase readibility.
7. Remove boardobj* from static functions.

Created PMU fw unit to hold PMU RTOS f/w specific ops, images,
flags & command arguments needed for PMU RTOS ucode support.
Moved PMU fw ops from gk20a.gpu_ops to pmu.fw.ops as these ops
are needed to support different version of PMU fw version for
different chips

Created PMU super surface unit & moved structs/functions related to
super surface under a unit, separated super surface structs into
private/public based on its usage/access, made changes to supper
surface dependent files to reflect supper surface changes
respective to unit.

pmu_ipc.c had functionality for rpc response handling and message cond
checks. This patch moves them to msg unit. And prepare cmd.h to group
together structs and functions related PMU commands.

The function nvgpu_pmu_cmd_post() included a timeout parameter, but all
callers were just passing the max value, so it was useless. This change
removes that parameter from that function. The same was true for
therm_pmu_cmd_post() that calls nvgpu_pmu_cmd_post(), so do the same to
it.

There are places where function prototypes have been declared
using typedef. These are being considered as type mismatch
and flagged as MISRA rule 8.3 violations. This patch will
fix such cases by removing typedef for function declarations.

MISRA rule 14.4 doesn't allow the usage of non-boolean variable as
boolean in the controlling expression of an if statement or an
iteration statement.
Fix violations where a non-boolean variable is used as a boolean in the
controlling expression of if and loop statements.

pmuif structures refer to the ctrl structures, so that means that ctrl
structures are part of the pmuif. Move the headers to the right place
and update all include statements to include from the right place.

MISRA Rule-17.7 requires the return value of all functions to be used.
Fix is either to use the return value or change the function to return
void. This patch contains fix for all 17.7 violations instandard C functions
in common code.
