Remove gp106 and add gv100 unit test
This is as a part of removing gp106 support
This adds testing for gv100 to the fuse unit test
Removes check_sec/non_sec as they are not used
Removes delta SRAM fuse as they are not present in GV100

The APIs read_vin_cal_slope_intercept_fuse() and
read_vin_cal_gain_offset_fuse() where prototyped for u32 return types,
but they were actually returning negative errno's for errors. Change the
return type to int so the errors can be checked properly.
clk_vin.c still stores the return values as u32's. This will be fixed in
a future patch.

MISRA rule 21.2 doesn't allow the use of macro names which start with
an underscore. These leading underscores are to be removed from the
macro names. This patch will fix such violations in common directory
by renaming them to follow the convention,
'NVGPU_PARENT-DIR_HEADER-NAME' when there is no keyword repetition
between file name and directory or 'NVGPU_HEADER-NAME' when there
is repetition.

Move implementation of fuse HAL to common/fuse. Also implements new
fuse query functions for FBIO, FBP, TPC floorsweeping and security
fuses.
