Divya 53708f15bf gpu: nvgpu: header update for ENGINE_DELAY_BEFORE

- Update HW header to increase ENGINE_DELAY_BEFORE
  field from 4 clk utils to 10 clk utils.
- The increase from 4 to 10 means the ELCG will
  wait 2^10 utilsclk after all engine/priv reports
  idle.
- With clk utils set to 4, when performance_cudaGraphs
  is run target hangs.
- This change is needed for cuda tests to run and
  pass on qnx.
