Deepak Nibade 0706e94c92 gpu: nvgpu: export APIs to handle sw methods

Export below APIs in gv11b/gr_gv11b.h header so that they can be called from
other files too

gr_gv11b_set_shader_cut_collector()
gr_gv11b_set_go_idle_timeout()
gr_gv11b_set_coalesce_buffer_size()
gr_gv11b_set_tex_in_dbg()
gr_gv11b_set_skedcheck()
gv11b_gr_set_shader_exceptions()
