Srirangan Madhavan cb08203509 gpu: nvgpu: Fix MISRA rule 8.8 and 8.10 ...

MISRA rules 8.8 and 8.10 makes it mandatory to use static storage
modifier for functions with internal linkage. This patch will fix
the violations by adding the storage modifier.
