Include tegra bpmp and powergate headers under the config flag CONFIG_NV_TEGRA_BPMP. tegra186-powergate.h included by tegra powergate header defines TEGRA186_POWER_DOMAIN_GPU that can be used to conditionally compile the railgate code similar to t194.
