Richard Zhao 77283ab350 gpu: nvgpu: vgpu: init pes mask/count ...

Added gpc_ppc_count, pes_tpc_count and pes_tpc_mask to constants so they
are used to init the according structure in gr.
They are needed to support get_nonpes_aware_tpc.
