Shreshtha SAHU b14b2e3400 gpu: nvgpu: gk20a: Add fuse.h header ...

Add "soc/tegra/fuse.h" to include declaration of tegra_get_chip_id()
for kernel version 4.4 and higher as upstream fuse header is not
available in older kernel versions.
