Deepak Nibade fb40f2a807 gpu: nvgpu: remove aggressive_sync_destroy_thresh check for user syncpoint 
VGPU has set aggressive_sync_destroy_thresh even for GV11B, and that breaks
allocation of user managed syncpoint on VGPU

Remove this check for now until some solution is finalized
