Mohan Thadikamalla 2ac6b6f645 osi: core: Update ethernet stats to VF osi core ...

Issue:
When the ethernet server got enabled,
OSI core stats are not getting
updated to VF's.

Fix:
Add IOCTL to copy OSI core stats
into VF's OSI core structure.
