nv-platform: Update thermal settings for tmp451
This change adds hot trip point temperatures for tmp451 sensors as per //hw/ar/doc/t23x/sysarch/power/global_functions/thermal_management/ T234_Thermal_Settings.xlsx#31. The polling interval is set to 0 since no periodic thermal management is required from thermal framework.
