Shubhi Garg 1ffe0b2bb4 t23x: move mttcan prod settings to soc

MTTCAN prod setttings for TDCR is not specific for Concord (P3701).
It will valid for all platforms based on T234 SoC. With this change,
prod settings will be applied for Orin NX.
