nvsciipc: Get rid of explicit handling of CONFIG_TEGRA_OOT_MODULE

Browse Source 
The nvsciipc driver inside nvidia-oot is always build
as module and hence it is not required to handle the
non-defined case of CONFIG_TEGRA_OOT_MODULE.
