Kartik 1cd9efe47d nvidia: oot: Enable upstream fuse helper functions ...

Enable the use of fuse helper functions defined in fuse-helper header:
kernel/nvidia/include/soc/tegra/fuse-helper.h

These helper functions use the upstream fuse driver.
