Reorganize HAL initialization to remove inheritance and construct
the gpu_ops struct at compile time. This patch only covers the fifo
sub-module of the gpu_ops struct.
Perform HAL function assignments in hal_gxxxx.c through the
population of a chip-specific copy of gpu_ops.

Move the gp106 HW headers to a new directory specially for them:
include/nvgpu/hw/gp106
And change the code to include like so:
#include <nvgpu/hw/gp106/hw_fb_gp106.h>
This is part of the process to restructure the nvgpu driver.

Added fifo configuration support for gp104 and
gp106. These GPU chips have more number of
channel fifo and runlist than gp10b.
Added get_num_fifos and
eng_runlist_base_size function pointer
to find out the actual value from HW headers.
