Engine Level Power Gating(ELPG) for ga10b is enabled on tot for silicon. elpg needs to be enabled only after verification on silicon and after stress testing the feature. To avoid issues during ga10b bring-up with unverified ELPG feature, disable it by setting both can_elpg_init and elpg_enable to false in ga10b platform data.
