Laxman Dewangan b6dcd3d9ce virt: Add tegra_hv dummy driver for Linux 6.6 ...

Tegra HV driver is not getting build with the
Linux 6.6. While it is being fixed, add dummy
variant for this driver to make the packaging
success.
