Overriding of ECC feature is used only in Linux through device
tree fuse overrides. It's not supported in QNX. Hence compile
out below functions from safety build.

Add doxygen documentation for gr/gr_falcon.h header
Also move below functions under appropriate compile time flag:
- nvgpu_gr_falcon_get_pm_ctxsw_image_size() under CONFIG_NVGPU_DEBUGGER

- nvgpu_gr_falcon_bind_fecs_elpg() under CONFIG_NVGPU_POWER_PG
Also remove CONFIG_NVGPU_GRAPHICS flag used for falcon methods related
to ELPG. Use CONFIG_NVGPU_POWER_PG instead.

Some of the debugger and graphics specific functions were already
not being used in safety build. Compile out their definitions
and declarations as well.
Also, fail preemption set call if non-zero graphics preemption mode
is requested in safety build.

Add macros for whitelisting coverity violations. These macros use pragma
directives. The pragma directives and whitelisting macros are only
enabled when a coverity scan is being run.
The whitelisting macros have been added to a new header called
static_analysis.h. The contents of safe_ops.h (CERT C safe ops) have
been moved into static_analysis.h because this will be the new header
for static analysis related macros/defines/etc.

g->ops.gr.init.get_access_map() returns whitelist of register addresses
that can be accessed by SET_FALCON methods when added into pushbuffer.
SET_FALCON method does not need to be supported in safety.
Hence install an empty register access map in safety build by adding
a new flag CONFIG_NVGPU_SET_FALCON_ACCESS_MAP.
Compile out g->ops.gr.init.get_access_map() and code that writes
whitelist in access map buffer.
Note that we still need to configure base address of access map in
context image even for safety.

misra 14.3 rule - there shall be no dead code.
misra_c_2012_rule_14_3_violation: The condition
"graphics_preempt_mode != 0U" cannot be true.
misra_c_2012_rule_16_1_violation: The switch statement is not
well formed.
misra_c_2012_rule_10_8_violation: Cast from 32 bit width expression
"(regval >> 1U) & 1U" to a wider 64 bit type.

Advisory Rule 2.7 states that there should be no unused
parameters in functions.
This patch removes the unused 'post_event', 'fault_ch' and
'hww_global_esr' parameters from the following:
* gv11b_gr_intr_handle_l1_tag_exception()
* gv11b_gr_intr_handle_lrf_exception()
* gv11b_gr_intr_handle_cbu_exception()
* gv11b_gr_intr_handle_l1_data_exception()
* gv11b_gr_intr_handle_icache_exception()
These changes allowed the same parameters to be removed from the
the gr.intr.handle_tpc_sm_ecc_exception() interface.

- This patch fixes disable fecs trace logic.
- If user does trace disable twice, enable_count will become
negative and when user tries to re-enable it, fecs trace
will not be enabled.

As a part of safety check, golden context is created twice
(back to back) and two golden context images are compared.
These two images should be identical for safety check.
Currently there is one hw deviation happening because of stats
counter idle clock increments. To avoid this, stats counter
clocks enable is disabled. To have a valid golden context(
avoid mismatch between fe and mpc), original stats counter
bundle is programmed through mme shadow register.
Before first golden context save, golden image is saved in
a local copy. Same copy is restored back after first golden
save. Second golden context save is done with this local copy
and two golden contexts are compared.

Added helper function to compare two golden context images:
bool nvgpu_gr_global_ctx_compare_golden_images(struct gk20a *g,
bool is_sysmem,
struct nvgpu_gr_global_ctx_local_golden_image *local_golden_image1,
struct nvgpu_gr_global_ctx_local_golden_image *local_golden_image2,
size_t size);
In case of sysmmem, direct mem comparison can be used and for vidmem.
only word by word comparison can be done.
Since this code is used only for safety, all implementation is under
NV_BUILD_CONFIGURATION_IS_SAFETY flag.

Compile-out non-secure gr falcon boot related code for safety build by
adding non-secure gr falcon related code under following flag:
CONFIG_NVGPU_GR_FALCON_NON_SECURE_BOOT
Added nvgpu_gr_falcon_load_ctxsw_ucode and related functions under
CONFIG_NVGPU_GR_FALCON_NON_SECURE_BOOT flag and enabled this flag only

Shortcomings of ALIGN macros:
- ALIGN_MASK down aligns when there is an wrapping/overflow instead of
throwing an error. This can affect the size assumptions.
- Alignment a's check will be bypassed when ALIGN_MASK is directly
used.
Fix these issues by 1) adding compile time error for non-unsigned type
arguments 2) using unsigned type safe ops for addition and subtraction.
Also, change users of ALIGN to pass unsigned types only.
