4ddb246b06 gpu: nvgpu: top: reduce CCM for gp10b_get_device_info 
Reduce the code complexity for gp10b_get_device_info() by creating a
helper function gp10_check_device_match().

This reduces the TCC metric from 14 to 9.

e53d24d6d2 gpu: nvgpu: fix MISRA Rule 8.6 violations 
ifdef function prototypes with CONFIG_* defines. This fixes MISRA rule
8.6 violations which complain about undefined functions.
Also moved nvgpu_channel_get_from_file prototype to ioctl_channel.h &
nvgpu_probe to driver_common.h as those are linux specific. Define
nvgpu_init_soc_vars in posix/soc.c as it is implemented in QNX.

0e873d6348 gpu: nvgpu: ltc: remove multiple hw header dependency 
Added new hal in top unit to get number of ltcs and
used this hal in ltc unit. With this one hardware header
dependency hw_top_gxxxx.h from ltc unit is removed.

Also used priv_ring unit hal enum_ltc to avoid dependency
on hw_pri_ringmaster_gxxxx.h.

CERT-C Rule INT30-C Requires that unsigned integer operations do not
wrap. Fix these violations by using the safe ops.

69ef86e627 gpu: nvgpu: move safe code HAL files to fusa 
This patch moves all the safe static and non-static functions as well
as its dependencies such as static declared structs into files with
_fusa.c extension. If the original file is left with no functions
remaining then the file is deleted.

Added changes in Makefile, Makefile.sources, nvgpu-hal-new.yaml for
compilation.

- Create nvlink_bios.c/.h files to separate out nvlink
  related bios code.
- Create bios_sw_<chip speciific>.c/.h files to separate
  out chips specific bios code.
- Create hal files for bios under hal/bios/ and move
  hardware specific code there.
- Move hardware accessing hal files from common/top
  to hal/top
